Our role in Europe’s mobility transition
For more than three decades, Mobiel 21 has been an active and trusted partner in European mobility projects. Since the 1990s, we have built up a track record in over 35 EU-funded research, innovation, capacity building and policy support projects, and contributed to flagship initiatives such as CIVITAS, Horizon Europe, LIFE and Interreg.
Our expertise covers urban mobility planning and policy integration, behavioural change and citizen engagement, capacity building for cities and networks (including the CIVINETs), innovation take-up and the transfer of best practices, as well as evaluation, monitoring and impact assessment.
Beyond projects, our team also plays a strong role in European city networks, national networks and EU platforms, and is regularly invited to share insights as speakers, moderators and reviewers at EU conferences and expert groups.

Here, you’ll find an overview of our latest European collaborations. Our role in these projects ranges from project coordinator to work package leader or task leader.
CIVITAS MUSE (2023-present) delivers a wide range of services to the European Commission and engages in support activities to boost the impact of CIVITAS activities on sustainable urban mobility policy. It acts as a destination for knowledge developed by the CIVITAS community, strengthens relationships between cities and stakeholders, and supports the enrichment of the wider urban mobility community by providing learning opportunities.
Mainstreaming Equality (2022-2024) screens DG Move for respect for the principles of equality, identifies areas for improvement, provides training and also develops educational material in this context, such as an extensive manual.
CIVITAS FastTrack (2021-2023) helps European cities to accelerate the implementation of sustainable mobility innovations. Within FastTrack, cities broaden their competences in the field of sustainable mobility and exchange knowledge, both with each other and with other public and private players in the mobility sector.
CIVITAS ELEVATE (2019-2023) aims to strengthen the impact of other CIVITAS projects on urban mobility policy in Europe. ELEVATE also broadens expertise throughout the CIVITAS community and supports the operation of the CIVITAS National Networks (or CIVINETs).
DIGNITY (2020-2022) investigates the digitization of our mobility system. The project investigates why digital mobility solutions lead to the exclusion of certain user groups and which solutions are possible for an inclusive digital mobility system.
In CIVITAS Handshake (2018-2022), three established cycling cities share their experiences and expertise in cycling policy with a range of other cities. They, in turn, use this knowledge to implement cycling innovations, build a cycling culture, and grow as Future Cycling Capitals.
CIVITAS Park4SUMP (2018-2022) aims to structurally and strategically integrate innovative parking management, for cars and bicycles, into the Sustainable Urban Mobility Plans (SUMPs) of European cities through knowledge exchange. Park4SUMP also gave rise to ParkPAD, a unique tool for auditing urban parking policy.
WeCount (2019-2021) empowers citizens to take a leading role in collecting data and gathering knowledge about mobility in their street or neighbourhood. Citizen science, cocreation and stakeholder engagement are central to this. WeCount gave rise to Telraam, an automatic sensor that allows citizens to count, analyse and interpret traffic movements in their street.
