ParkPAD: the audit tool for urban parking policy
A product of the European Park4SUMP project, the ParkPAD tool has been championed as an innovative way of checking in, prioritizing and updating parking policies. It introduces a consensus building process across stakeholders in a highly contentious topic as parking.
Parking policy performing as planned
In recent years, cities and municipalities in 15 countries have started improving the quality of their parking policy thanks to ParkPAD with simple, fast-working and cost-efficient measures. That said, parking management is still an underdeveloped section in most European cities’ Sustainable Urban Mobility Plans (SUMP). At the same time national governments lack policy and guidance on parking.
Parking still consumes most of the public road surface across European cities. In addition, trends like the growing number of electric vehicles on our streets further challenge conventional ways of organizing on-street parking and directly impact urban parking policies. In this highly dynamic context, ParkPAD provides guidance to cities on their urban parking policies. ParkPAD allows you to focus on improving current policies while planning for various future policy goals.

What ParkPAD does
Parking policy is a key driver for the accessibility and liveability of your municipality. ParkPAD integrates parking management into sustainable urban mobility planning (SUMP) by shifting parking from an operational task towards a strategic vision. In the process it involves citizens and stakeholders and stimulates cooperation and co-creation across institutional boundaries.
How it works
ParkPAD considers parking policy as a dynamic process, consisting of 6 fields, in permanent development, influencing each other.
ParkPAD uses a strengths and weaknesses analysis. The entire quality chain consists of several modules which all together ensure a balanced parking policy. Every module obtains a separate quality score. Together they reflect the quality level of the parking policy in a municipality or city. Based on this quality score a parking action plan is prepared.
Simultaneously, cities receive concrete suggestions on how they can improve their parking policy in the future.
Partners & funding
ParkPAD was developed by an international consortium of experts as part of the Park4SUMP project, funded by the HORIZON2020 funding scheme of the European Union. It is based on international Best Practice methods and on the BYPAD approach.
Certification
After completion of a ParkPAD audit, a city receives the ParkPAD quality label and certificate. Both confirm the active commitment to a modern, high-quality parking policy.
