ParkPAD helps to objectify the debate around parking and supports local governments in integrating parking policies into sustainable mobility plans. Thanks to this audit tool, you can evaluate and effectively adjust your parking policy.

Basis for strategic parking policy

ParkPAD is a new audit method, developed within the CIVITAS project Park4SUMP, that helps municipalities evaluate, adjust and rethink their parking policies as part of a broader, forward-looking mobility policy. The tool also helps to make the political debate around parking more objective and thus less emotional. Thus, the strategic usefulness of an integrated parking policy becomes immediately clear.

A ParkPAD audit is supervised by an expert auditor, in the local language and with knowledge of the local context. Via (online) surveys and round-table discussions, the auditor maps both the existing parking policy and future policy ambitions. Based on that analysis, an action plan and final report with concrete proposals for improvement follow. Throughout the process, the auditor seeks consensus among all stakeholders.

Parking is a loaded topic that policymakers would rather not burn their fingers on. Yet it involves millions of square metres of precious, public space that we could use more usefully to give residents a liveable and safe neighbourhood.

Parking policy as a lever

Cities and towns need a smart, strategic and guiding parking policy more than ever. However, the potential of such a well-thought-out parking policy is still too often underestimated. Parking management should be at the heart of any sustainable mobility plan. Ultimately, it is about so much more than parking cars. It interfaces with quality of life, spatial planning, safety, environmental and climate impact, social inclusion, multimodal accessibility, health and economic development.

ParkPAD: a comprehensive audit

ParkPAD deals with all facets of parking policy: policy, implementation, innovation (e.g. charging stations and parking, Hoppin points, new standards or recommendations), information & communication, enforcement, and finally data use. Municipalities themselves define what they will focus on (more), the auditor guides them through the decision-making process. With ParkPAD, you get a thoroughly tested audit tool to work out a future-oriented parking policy with all stakeholders through a co-creative process.
